In the early church, day to day management matters were found to be a debilitating burden on the teachers of the word of God. So they set apart a number of spiritually mature people to take on this important role, freeing others for the preaching of God's word.
Our Committee of Management is essentially modelled on the same lines. It frees the teaching staff and elders from the distraction of maintenance, banking, paying bills and a thousand and one other chores that are necessary in order to be good stewards of God's resources.
